1 · Record an appropriation

Budget authority is enacted and becomes available. If it was anticipated under a continuing resolution first, reverse the anticipation, then record the enactment.

Touches 411900, 445000, 310100.

2 · Distribute the authority

OMB apportions the resources; the agency allots them internally so subordinate units can obligate. See the Funding category of standard transactions.

Category A · Funding 461000 · Allotments

Concepts: apportionment, allotment.

3 · Order, receive, and pay

Record an obligation (undelivered order), accrue when goods/services are delivered, then disburse. These are the Disbursements & Payables transactions.

Category B · Disbursements & Payables

Concepts: obligation, outlay.

4 · Year-end close

Run pre-closing entries, then closing entries. Closing edits map each prior-year account to the beginning balance it carries into the new year.

Then validate the result in the workbench.

5 · Validate before GTAS

Before submitting, check the trial balance: debits = credits, attribute values are legal (Section IV), Section VII validations pass, and tie-points reconcile.
